Initiated in 2008 and ended in August 2012, the PEPPOL project (Pan-European Public Procurement Online) developed and implemented the technology standards to align business processes for electronic procurement across all governments within Europe, aiming to expand market connectivity and interoperability between e-procurement communities.
Background and scope
PEPPOL enables access to its standard-based IT transport infrastructure through access points and provides services for e-procurement with standardized electronic document formats based on UBL (http://docs.oasis-open.org/ubl/prd3-UBL-2.1/UBL-2.1.html) and CEN/BII (www.cen.eu/cwa/bii/specs). PEPPOL’s vision is to enable businesses to communicate electronically with any European government institution in the procurement process, increasing efficiencies and reducing costs.
The PEPPOL consortium was comprised of seventeen partners (mostly leading public e-procurement agencies) within 11 countries: Austria, Denmark, Finland, France, Germany, Greece, Italy, Norway, Portugal, Sweden, and the United Kingdom.
During the PEPPOL project, Itella Information implemented, tested and piloted PEPPOL service components, and was one of the first PEPPOL Access Point providers in production, sending healthcare supplier invoices from Johnsson & Johnsson to Helse Bergen in Norway.
PEPPOL in Norway
Today, PEPPOL is most widely used in Norway. Adaption rates are high and it is already the most dominant format and infrastructure. The number of companies, who are ready to receive PEPPOL invoices in Norway, had increased to 6.382 by September 2013 compared to 1.302 in October 2012. But it is interesting that although the public sector is the driving force for PEPPOL in Norway, the public receivers represented only 19% from all registered receivers.
The growth in Norway already has a positive influence on other countries as well: Poland is starting to use PEPPOL and Austria makes it mandatory for public sector from January 2014.
Alongside registered receivers, the number of PEPPOL transactions in Norway has also increased steadily: in September 2013 there were already 269.395 transactions in total (incl. invoices and credit notes) exchanged through PEPPOL system, as in October 2012 the number of transactions was only 15 296. Itella Information is one of ‘top ten’ Access Points with the most traffic in Norway. The trend shows, that the snowball has started to roll and we will only see more and more transactions in the future.
The OpenPEPPOL Association and future perspectives
Although PEPPOL as a project ended in August 2012, PEPPOL now continues as a framework governed by the OpenPEPPOL Association, comprised of public and private members of the PEPPOL community. OpenPEPPOL Association is taking over responsibilities for PEPPOL specifications, building blocks, services and promoting implementation across Europe. It has been estimated that PEPPOL will be the number one framework when public e-procurement becomes mandatory in Europe, in 2016.
B2B use of the PEPPOL-compliant infrastructure and use of PEPPOL-components in other areas beyond procurement are also recognized as important and will be encouraged in OpenPEPPOL. So we may not see PEPPOL in use only in electronic invoice and procurement, but also in other fields and areas. Only the future can tell what will be its exact reach, but one thing is sure – PEPPOL is working, expanding and is full of opportunities!
